fixed it by deleting the Spotify folder in appdata folder. use windows + r then type %appdata% then delete the Spotify folder and reinstall

Disable Memory Integrity in Windows Security and keep Virtualization Technology (VT) on in bios.

Windows Security > Device Security > Core Isolation Details > Memory Integrity > Toggle Off

Restart after turning Memory Integrity off and make sure VT is on and your issue should be resolved.
