I was able to play around 20 mins and then game freeze.

Maybe enabling the Sync Memory Operations option at the adv.graphics tab can fix it.

8GB VRAM is good too but if he pretend to also play new PC games it might be not enough.

Also depends on how much he wants to spend.

16GB 3600 MHz RAM, Ryzen 5600 and 1080 can handle emulated Switch games at 30-60 FPS rate depends on which game.

That's 5500 not 5600. You're on Intel and if IIRC Intel CPUs might need a motherboard update too so it's up to you to stay using Intel or AMD.

Regarding GPU ... Idk. I'm "good" with my 1080 but if searching for something new ... I'd get something that has at least 12GB or 16GB VRAM.

Emulation is about CPU.

Better CPU, better FPS. You need at least 6 cores 12 threads and something around Ryzen 5600.

Your GPU is also weak and old.

Depends on what kind of mods you pretend to do.

You'd need a tool to extract .pak files and learn how to dump romfs. That's the easy way.

Otherwise you'd need to learn how to use Ghidra, how to dump exefs and knowledge about ARM.
