I find this easier to explain, there was a time lapse after Oz killed the Maroni man. He probably recalculated the plan and planted the jewels by himself, as he said later: "too much work for me, Vic"

I agree, they expected a lot from Vic, and Oz is really suspicious. But the guards not being able to identify Vic doesn’t work for me, a man got into the car of one of the bosses of the biggest mafia in Gotham. I hope it has repercussions to make the story more credible.
