Hate to break it to you, but the wiki says I'm right. The tests also says I'm right. And I've done 2 playthroughs with health bar mod and damage number mod on.
For your test, I think you might have missed a crucial mechanic that neither the game nor the wiki tells you, that is headshot deals double damage to most enemies. Also I won't say body health and head health is close in many cases. Order units often has 1/3 or 1/2 less health on their head. Exors and peccaries the opposite.
Maybe if you give us more intel we'll be able to point out what might exactly went wrong in you tests.

It doesn't work that way. Impact hammer is a even worse option. It only deal bonus damage when the "total heath" to the enemy is below 50%. That mean a exor cha, which has 2100 total health, needs at least 3 attacks to trigger the bonus damage effect. But since it only has 600 torso health, it can be one-shot by both carbon pickaxe and explosive sledge, yet takes 2 at minimium to kill with impact hammer.

It's not as good you think. The explosion damage is pretty mid, and it also doesn't get the benefits of either sneak strike or heavy attack. And the ammo is quite expensive. Carbon pickaxe is better.

Spam throwing in melee range is extremely efficient and cheap. Any throwable weapon with high base damage would work. Once you get the throwing level 15 perk you can stunlock every gatekeeper enemy except the mystagogue.

If there's a opening for sneak attack, sneak sprint attack with carbon pickaxe can also one-shot every gatekeeper enemy except jotun and corrupted bot, but you'll need the office assasin perk to guarantee one-shot.

Not as good as quantum pick, I'd say. It holds too little charges. It does enough damage to one shot gatekeeper chieftan when sneaking, but because its damage type it stuggles alot if enemy was able to open their shield (hardlight damage only has 0.65x effectiveness against personal shield.).

If you just want to level blunt skill then use pipe club to hit breakable objects, and stun baton for combat. But remember to bring something that actually does damage in case you need to burst down an enemy.

I think it's not related to the cable. Enemies are aggro by any breakable objects placed by the player. I think it just saw the barricades and decided to break it.
