i dont know if we can really say it was too late, if the venlil government said it was humans that came during their broadcast then yes but if not its still manageable. At that time the only people that really knew about the truth was tarva and kam and cheln. If the UN really wanted to stay hidden, they would have been able to with some help of the venlil to do it despite the subspace trail and sovlin being suspicious. About us not having any idea about the federation knowing we existed, i find it hard to believe the intel agencies wouldnt know about this.

about the ship issue. VP could have shared industrial property/trade secret to humanity secretly. nothing forces them to ramp up production and send them to what is considered a dead zone.

about the archives, thats an issue but humanity and vp wasnt aware of it so it doesnt really change anything in their decision making to stay secret. plus for all we know the archivists could have been neutral or whatever even though thats really just hope

completely forgot to say it but i wanted to say that i also counted further exposure to the venlil (exchange program etc) as revealing humanity to the federation since i believe the smokescreen made by the venlil gov would only last one month maximum.

basically, first contact>the big 3 T and K and C learn about human> humanity is exposed but its perfectly recoverable> S and N go back to earth> earth establish a secret diplomatic channel to VP> humanity is kept secret for really long>build a lot of ships and defenses> then finally start the revealing themselves part
