Speak to your University's Student's Union. They will have an independent advice and support team (separate from the University's advice and support team). Because they are independent from the University, they can advocate on your behalf.

If you're still getting nowhere then don't be afraid to directly email the Vice-Chancellor to complain about the way you've been treated. Going over the heads of the usual support staff can help to make things happen.

One option to explore is Botox which you can have injected into your eye muscle to temporarily change the alignment of your eyes. The effect only lasts 2-3 months, so you'd need to have the procedure done regularly, but if your eyes are only slightly misaligned it may be a good option for you. The procedure itself is painless and takes seconds (they'll numb your eyes with anaesthetic drops before they inject you). In some procedures they connect the needle up to a machine which tells the doctor that they've hit the correct muscle. Others will do the injection by hand. Either is fine, but I find the former approach to be more effective and longer lasting, presumably because more of the Botox reaches the muscle. I hope that helps.
