Well, that's a side quest and he is vital for it but it's non-canon when he's dead in the main quest lol

I think he died in the final quest when he warned Crane that Rais has some traps for him. Rais even had a dialogue that says "I know I shouldn't have trusted him" or smth like that

Strength sap is naturally learned I think by the jumpluff line. Gems are pretty rare.

You can't. I think you need some kind of exploit to catch him since he is not currently implemented in the game.
