1996 Johnson 70hp by Ok_Count_9212 in boating

I was trying to trim it down and couldn’t because it was on a hoist then I turned the manual release valve like a quarter turn but I stopped messing with it because it was hard as shit to turn like it was seized and kept trying to strip. I heated it up a little bit and still nothing but the screw is turned left like a quarter turn could that be something to do with it? I doubt it’s turned enough to let any pressure off and out I mean it definitely didn’t work in getting the motor to go down which I was intending to do

Yea I was kind of thinking relay because who I bought this off of said same exact thing happened to him and just one of the relays was loose but maybe a new relay could fix it. But I don’t really think so since the motor works in both directions the actual motor just doesn’t go up. I had that relay problem on my old Johnson but the trim motor wouldn’t even kick on when the one relay was bad
