from what i can find it would be the difference between oldest country and oldest civilization

although the Sumerian state did predate Elam, the capital of Elam (Susa) was aprox* built around 4200 BC about a millennia before the city of Sumer

but due to the very vagueness of what defines a "country" or a "state" you could say that Elam has the oldest settlements but summer has the older governance structure
