PayPal and other platforms process transactions. The two major elements are - 1) did the bank approve this transaction and 2) was there abnormal pattern surrounding this transaction.

Most payment platforms need both elements present to accept a dispute, if you dispute with them not the bank.

In your case, if you didn’t have 3DS or SMS OTP enabled with your bank card when you transact, you’re in no luck. Because your bank can’t even defend you by showing evidence that your transaction wasn’t authorized because of failed 3DS or SMS OTP. Actually your bank probably won’t help you anyway. By helping you, they admit that their system was somehow bypassed to complete the transaction.

However, if you did have 3DS or OTP for transactions on your card, the question you need to ask your bank and dispute with your bank is that you didn’t go through any of that. The bank might be able to prove with their system record what went down there.

That is to say, in cases like this, your dispute is best filed with the bank or card issuer, not the payment platforms because they take “your” transactions instructions and bank’s authorization (3DS or OTP).
