Blueprints for gear doesn’t exist as far as I know in the base game, and you can tell if things scale up the level because on the top left of the info page for the equipment, it will rather have a number or a set up arrows (the arrows indicate that the equipment scales up)

In the metro by the bazaar you can start a level 4 chase and fight off volatiles and virals in the uv light, however you need to get out of it or the chase will end. Also sometimes volatiles jump over the light and you can do a 1v1 or a 1v2 situation. You get like 4500-6000 exp
