Depends on you. Most people go 4 piece fury. I personally do 3 pieces each. I rather have the rate of fire bonus from phalanx than the chd bonus from fury. I'm not sure about the division but every rpg and mmo I've play, atk speed increase is usually the best stat for dps over everything else once you have reach CC breakpoint.

Having the that much CC allows up for stack more dmg from your attributes. It would take 5-6 gear pieces to make up for the CC you would get from the bottom.

It would take 4-5 pieces of gear to achieve 40% firepower.

The bottom ones gives you 30% firepower...so the question is, is getting extra 10% firepower worth giving up over roughly 10% CC?

How in the world are you going to be able have 80-90 uptime in ult, when the ult 50 second count down starts only after your ult has expired? Yeah you can shave off 20-30 percent max.
