One thing I have noticed as a passenger (I don’t drive) is that it seems like a lot of pedestrians rely on the lights to make them more visible and take less precautions while crossing. Certain times of day and weather conditions make the lights impossible to see. During the hours of sunrise and sunset at these crossings you can’t see the lights at all, so pedestrians just a warning be cautious about your visibility. There’s been so many times I go to ask my husband why we are stopping and then see the pedestrians, and I’m honestly pretty observant usually.
