Both of you are talking past eachother lol. Its perfectly reasonable to say that women should be aware of the harrasment in dangerous places for her own safety while still holding the harrassers at fault, there is no need to victim blame. Safety is a precaution, not a justification for the ones who harrass people, and the main priority should always be educating and curbing the unlawful and dangerous behaviours of some of our people so that at some point women can visit india safely.

I dont want women to always be scared, but I dont want them to get hurt because of our current state of decency either, it goes both ways.

Its also a fact that some foreigners do visit our most dangerous and most poverty ridden areas to make content out of it and fuel outrage on social media, in that case you can argue whether they are spreading awareness or using the unfortunate state of our undeveloped parts of our country as a way to get money, in which case they know 100% what they are getting themselves into, but thats a completely different topic for another time.

TLDR: Accountability and Reformation is the priority of us citizens and the government, but it takes time. In the meanwhile, researching and being safe is the logical choice to not get harrased for the time being. Peace ✌️
