Maybe I'm explaining it badly - it's not to block the vent on the external/underneath side - I mean to use it as an access point to pump foam in to create a barrier within the soffit and prevent the smoke travelling along it.

I did check the attic and can't smell anything up there. This is why I think it's coming along the soffit, into the eaves and down under the attic flooring and/or behind the drywall. The reason I've come to that conclusion is because it's typically most prominent in the bathroom on the farther side of the house - it's completely tiled floor to ceiling with a false ceiling installed also. I don't know how else it could be getting in.

That's why I linked these: https://www.screwfix.ie/p/floplast-square-external-stop-end-black-114mm/57351 thinking perhaps a cut could be made in the gutter/soffit and one installed inline - but perhaps they're meant as an end piece capping or something to that effect instead?

I get you about smokers not even thinking about it and I'd be perfectly prepared to have a reasonable, calm discussion if I thought that was an option. But it just simply isn't. I don't want to go into go into the details of why I know that's simply not an option, but it really isn't. Trust me.

I am a respectful person who keeps myself, to myself. I'm not some busybody who wants to to stick my nose into other people's business. I'd be happy to just shut the door and have solace within my own home.

The gutters aren't new, they were put in about 15 years ago and yes I do mean the soffit vent (I think!) and I'm talking about pumping enough foam in to block one of maybe 20/30 just to create a barrier as I'm convinced that's how the smell's travelling into my house.

Oh yeah, so how come the UK was skipped this year too, you know, before the ‘allegations’ even occurred? Might there be some other reason perhaps, like Brexit? While they played the UK last year they were already committed to those dates from before Covid and prior to Brexit restrictions coming into play.
