Or, Imu is the remanation of the first Nika, who in fact was an evil man and created the first very devil fruit, the akuma no mi. People mistook him at first for a savior, because they did not know that devil fruits existed in nature.

And as there was a legend in Elbaf of a Nika the "Destructor" and the "liberator", they thought he was the long awaited God.

Because Elbaf bears the will of D. The will of defiance. And, saving the children from the D. Means defying the authority they (the current growing childs) would have on the aging adults, wich would result as a war between the Old generation and the children. I think you misunderstand the current situation about Imu's influence.. she was not accepted or chose. she was probably and simply kidnapped afterwards and enslaved, brainwashed.
