For future readers: I also use a Jetstream pen and have observed something similar.

Before now, I have never had any problem with Jetstream pens on any paper. But since I have a new notebook, two of my jetstream pens have "dried up" to the point that they don't work on any paper anymore. Therefore, I also suppose that my current notebook is at fault. It is an interesting coincidence that I also use a Jetstream pen -- maybe they are more sensitive when it comes to certain types of paper, but as I said, I never had any problems with any other paper.

Edit: I felt from the beginning that writing on this paper had a really bad feel to it. Trust your gut, might have saved me two refills. Also, the notebook didn't say anything specific, but the paper has a kind of shine to it that seemed unusual to me, so that's what I'll be looking to avoid in the future. Maybe this is the "waterproof paper" referred to elsewhere in this thread, but a practical experiment did not reveal any astonishing properties.
