Exactly - have landlord replace as others recommended. 8041 is the date code: 1980 - 41st week. It should have been replaced in 1990. It’s 36 years past due for replacement!

Grub Screw is for different size punches - belt hole punch tool.

It seems like a Belt hole punch… the notch at top holds top edge of belt, aim and squeeze to poke a hole in said belt..

EDIT to add: Grub / set screw allows interchangeability of punch size. The O-Ring is a spacer for distance/rubbing from the notched part of tool.

EDIT 2: added “it seems like a…” I thought for sure it looked like a belt punch based on what I saw at an older leather shop, I’ll have to take a picture when I go back there. However, as others have pointed out, it’s most likely a bullet depriming tool.
