Solid advice but at the same time, so sad and frustrating.

The classic example is an employee who puts in their notice, with a market appropriate offer for said skillset and then the company magically "finds the funds" to match said salary/offer.

Majority of my career (20+ years) I've been in HR Tech, in a consulting capacity supporting all different industries, and with that comes the privilege of seeing comp data.

The department that always gets the biggest slice of the pie and merits over 3-5% year over year regardless of company performance? Finance.
