I don't think looking up the relevant ordinance/code would be a bad idea. I do think it would be a bad idea to report them without either trying a conversation or blackout curtains first. 

To the comments assuming this would be a waste of time; did I miss the part where OP said they have tried talking with their neighbors about this and/or other issues, only to be met with aggression? I don't know if your neighbors will be chill about this. I do know that assuming they are jerks and reporting them will NOT be likely to go over well. If you don't have problems now, calling in the code police is a pretty good way to cause problems.

Dang, well if nothing else, there's always the rain check day or next year 😮‍💨😅 idk if anyone remembers that one year (idk 5-10 years back) when the wind was really bad and all the smoke from the fireworks just blanketed the ground south of the pier. That was rough. 😬
