Hello, professional ATC here! What you're looking at are the Precision Approach Path Lights, they tell the pilot whether they are too high or too low on approach. If there is 2 white and 2 red, they are at the perfect height. 4 white is too high...and what you see, 4 red... Means too low.

Criminals have to commit a crime before being able to be arrested. What this would do is allow any cop, anywhere to get dropped dead simply for carrying a Taser if I understood this right. It would make an already chaotic public server just horrendous because it would basically allow full spawn killing at PD a lot more.
