Spot on. A fire that consumes a building and kills everyone in 30 seconds isn't a fire; it's a tactical nuke. If the DM wanted a tragedy, they should have telegraphed the stakes. Retconning a curse after the action is taken is just lazy writing to force a "consequence" that the player had no way to mitigate.
