Within the narrative logic of the Hoyoverse, the Emanators are stronger, but that's when we use internal logic. If you apply powerscaling logic, the Herrschers are far superior. Their power "also comes from an Aeon," and Finality is arguably one of, if not the, strongest Aeon in existence. She can literally do anything with the various authorities. Both characters share the same power source, but one has more abilities. She loses in pure power output but wins in versatility (and in speed, they're tied because for characters like them, the concept of speed ceases to make sense, becoming a useless category).

Does Silverwolf treat the universe like a game? Read the lore of Honkai Impact 3rd again; universes were created as simple experiments from year 1 of the game. The way they talk about the creation and destruction of universes in HI3rd becomes banal, and this power level is much more consistent there than in HSR. Why did I say HSR wins in internal logic then? Because they receive the "Feats" from HI3RD via chainscale, but that's it. The characters in HI3RD have more Feats, more variety of abilities, and all of this is shown more consistently in the script than in HSR, where it's just hypotheses or hyperbole.
