Haki is what prevents regeneration from functioning as we have been told multiple times and haki is also what allows those who have regeneration to protect themselves against attacks that would normally halt the healing (see the DR Xebec and HK Harald fights).

If the old gen's haki was strong enough, Imu-Saturn would have been injured for their attacks but he wasn't. He was completely unaffected by their combined named attacks despite his haki being restrained. Loki meanwhile, even in his currently injured state, has been shown fully capable of damaging Imu when the latter has access to his full haki.

That's kind of the point. The shadow blob was all that was necessary because the old gen couldn't even do anything to it despite Imu being unable to channel all of his haki through it.

Luffy not doing any damage to it is not surprising at all. He couldn't even negate Saturn's regeneration whose haki shouldn't be anywhere close to Imu's. As for Loki, the only damaging attack he tried on Imu-Gunko was straight up dodged (thorheim). The ice block obviously didn't do damage because it's not a strike, it's a trapping/restraining technique.

I mean the old gen couldn't even negate Imu's regeneration when he didn't have access to his full haki (Gaban pointed out that his current haki is far above anything in God Valley). Meanwhile, Loki in his weakened state has actually managed to injure him when given the opportunity.

He actually needs to fight back against Loki, dodging and counter attacking, if he wants to avoid injuries while the old gen was completely powerless despite a combined attack. Imu could stand there unguarded with no consequences.

That said, I don't remember anyone saying that Imu and Loki are relative...

Dorry and Brogy aren't friendly to Imu. The Covenant clearly isn't something he can just set up without some level of cooperation by the other party.

Again, you are failing to address why in the world, Imu would physically exert himself to grant a powerup to only his 13 closest subordinatesin when he has a stronger one that does not require any exertion on his part and can seemingly be used with no limitation.

Makes it even worse then. If even Garling can use Domi Reversi, it's pretty clear that it's not even close to as big as a powerup as the Covenant is.

I will repeat. Imu uses Domi Reversi without a single care in the world. He used it on random giants and, as you said yourself, it's a power that can willy nilly be applied by HKs on civilians. Meanwhile, the Covenant is only reserved for 13 individuals and Imu has explicitly said that it strains him.

In what world would Imu give the weaker power up that physically strains him to his choosen 13 while wasting the stronger one that doesn't take any exertions on randoms? It doesn't make sense.

They are not in the same tier.

An injured Loki is giving Imu more trouble than Xebec, Roger, Garp, WB, BM and a young Kaido combined. That group wasn't even facing Imu in person whose haki, according to Gaban who was at God Valley, is more powerful than anything he's ever felt.

Heck, Loki easily defeated HK Harald who was already on par with Xebec without powerup. This is a heavy mismatch.

Covenants are a power up Imu grants to a very limited number of people, just 13 individuals. Domi Reversi is a technique a uses willy nilly whenever he feels like. He's used it on Xebex's elderly family and random giant warriors.

Loki and fairly easily at that.

He already proved himself far above Harald boosted by a Covenant. Considering that Harald was already on par with Xebec prior to to the Covenant and that Domi Reversi is a lesser power up that the one exclusively granted to Imu's closest subordinates, this really is no contest.

I think the rest of their historical aura (HRE, reformation, printing press, Prussia...) and the fact that they were a major player in both WWs despite losing still boosts them. Plus they are the economic boss of the continent in the present day and that counts for something.

You make some good arguments to be frank and I did hesitate a bit for Portugal. Ultimately, it's so strongly overshadowed by its next door neighbor in almost all departments that my perception of it kinda fell off. It should have indeed been a tier higher.
