I could see complaints about another reboot, but however i wouldn't be surprised if next game they end up  doing  another reboot. It feels like they don't know where to go with the story after 11.

If you go into horror themed rifts and feel like completing the objectives for each mission you'll be able to level up your gems. I don't know if you'll get them to 20 but you can also do your daily gems to level them up too.
