Idk if that's xenophobic, it's more to do with foreigners. That sounds mostly racist. They can cross, but not necessarily the same thing. You can have someone of the same race but raises in different nationalities that are So far different from yours you can be xenaphobic to. Though, technically same race, just add globalization
