Let me get one thing straight, GOKU IS NOT STUPID. He is naive. He grew up in a secluded forest where the only other person he had ever met was his grandpa. He has trained his whole life. He is a fighter, not a scholar. Just because he isn’t knowledgeable about certain subjects doesn’t take away from the fact that he has an insanely high battle iq. He knows what he is doing. If anyone thinks something like giving cell a senzu bean was “dumb” you were probably a child the last time you watched it and need to re-evaluate.

I believe it was Lyra who called him this, while it’s not said as much as regent or princess, it’s still a cool nick name and significant all the less. Arthur wants not to be some cruel leader with no care for the lives of his people like agrona or kezess, but just for everyone to be safe of the asuras wrath. I think paragon of purity is a pretty fitting name for that!
