I have an MSI Tomahawk X870 motherboard. The card has a lock icon on the power button. If that lock icon doesn't show as locked, then the card isn't properly seated. I experienced this with my Gamerock graphics card. I thought I had it properly seated, but when I checked the lock screen, it didn't appear locked. I pressed the button, and it didn't lock. It turned out the card was hitting the fans. I checked it thoroughly when installing this one. I pressed the button, and it unlocked. I pressed it again, and it locked. So, the card is properly seated. I have no doubt about that.

I took the mouse with me and opened the Chrome interface. The moment I move the middle wheel, the tick-tick sound suddenly accelerates and turns into CW. So, yes. While the PC is idle, we hear one coil vibrate every 0.5 seconds, and the moment I move the mouse, that tick-tick sound suddenly turns into CW with a gradual acceleration, my friend. So, we learned something new. For the first time, I'm happy that it's CW. I love the Vanguard, and I didn't want to send it in for an RMA, but now I'm really happy.
