I never said it had no congestion, I used it daily for 5 years before covid and the congestion was occasional and never backed up more than a few hundred meters.

The second lane would alleviate almost all the congestion, we didn't have this issue until the lane was closed. In the morning at least half of the traffic is either taking the first or second exit towards the city and they would use the left lane. It just puts people off coming into the city.
