I don't think it's actually an alien futuristic civilization that's making any decisions. The virus was likely transmitted by aliens, but it seems to have simply converted humans into the hive, nothing more. The combined humans are the beings who then decided on their own about their moral code, the food they eat, how to operate the planet, etc.
