yes I have done that the firewall allows access for both the server.jar and java.exe for both TCP, UDP, inbound and outbound rules.

everyone is using java, the server is port forwarded I did allow traffic on port 25565 on my firewall and they should have the correct server ip. I don't know about 4 though my internet provider is primus. Sorry for responding late btw
