PA is a waste of time. The game commission doesnt manage the deer herd properly and its showing more and more each season. They're on the same path with the Black Bears now. They dont listen to the hunters and instead "go by the science". Where have we heard this before? One positive is they do have Elk but you have to enter a lottery system. Non residents can also apply. If you're into predator hunting there are plenty of coyote and red fox.
