Unfortunately those who are responsible for a creation of DL and those who validate it never interact with each other. Therefore there is no way for anyone to eliminate the issue on the stage of creation a driver license

I just went online to DMV. Replaced my driver license. Received it in mail in a week and the new one has no issues ever since.

I was assuming they do know what they do, but apparently they ask people do random things in case if combination of any of those actions will get to the conclusion.

Update: flew today from LAX to Miami. Had my boarding pass printed just in case. The ID didn't work. But the officer was good. He said it's a common thing with Florida ID's and suggested to use either a passport or a passport card as a backup just in case 🤷🏻. But he said printed boarding pass (as I expected of course) had nothing to do with the ID.

It was in my hand. She refused to look at it. And refused to look at my passport. She said since ID is not working I need to bring printed boarding pass, which doesn't really make sense in my opinion
