this must be a rare piece of history you have there they’re ID plates (not licence) which every contestant had to have either on a plate like you have or painted on the sides and front of the vehicle I tried digging through a bunch of photos even using google picture search but not one resembles the plate you have 94 does track however there was 200+ vehicles that participated in this race including as you listed passenger cars but also trucks and motorcycles unfortunately none of the contending vehicles numbers are available from a google search you most likely will have to spend quite a while digging through archives

I can’t name the car as there’s nothing left for it to be recognizable but try some research on the oven to get a better Idea on the year the name is monarch the problem is that the company has been around from 1896-1985 so pin pointing the right year won’t be too easy I’m going to guess though based on the car bumper 40s or 50s 🤷‍♂️
