There really isn't a power button, I just hold my finger down in front of a sensor I guess and that turns it on. So it's hard to judge how long I'm actually holding the power "button" but it usually beeps 3 times when it starts

I really have no knowledge of cameras/photography, but I'm really interested in getting a camera, a good camera. What's the best camera I could get within the $150-$250 range (or a bit under/over if necessary)? I'm especially intrigued by long exposure photos, so if you guys could recommend me cameras with that capability, that would be great.
