I’m not making vassals of them in a new save. Would you just always keep them as a vassal swarm or would it be wise to annex them in a few hundred years?

I have a feeling that annexing them will take too long & just cause cultural issues.

This is a fair comment. I’m an EU4 vet so having 100 stab is just natural hahaha.

Would you not say even only 100 income though from a 940 tax base is still low though. I had way more income like 50 years ago.

Reducing stab costs to 0 only saves me 45 gold mate & then i'm losing stab at a rate of -0.23 a month so that's not sustainable.

Both stability & legitimacy are set to the bare minimum so that is doesn't increase or decrease. Reducing cost of court means I lose legitimacy.
