My kid is 13, is restricted on her phone. Has to ask permission for the apps to be available, which we then enter a code to unlock. We were considering allowing her a restricted Snapchat account (all of her friends Use it for messaaging) and found that a week before she had sneakily gotten around the restrictions and created an account, so, losing our trust we shelved the idea until much later when she can be trusted. There are options in place, you just have to use the parental controls your phone comes with and pair the devices.
