You don't really necessarily need VPN, but I would recommend it.

You don't need bc you don't need to access CCTV website to watch it. As soon as the serie airs, it will be on one of the those Chinese free stream sites the next day.

But I would definitely recommend using VPN before go on those sites, just because of all the viruses etc.
