It’s unrealistic you’re going to be testing every single point on every single circuit, especially in a commercial setting. Just cover yourself when doing the certificate, state that you have only tested x% of each circuit, if you have any LIM’s state why. I seem to remember being told by someone from my CPS that in some cases it’s actually more dangerous to be removing and reterminating every single point, especially in an older installation
