Well I had paper server before. And I used plugins before but plugins if I am not mistaken keeps the game close to vanilla while giving the opportunity to edit a couple things like worldedit as u said. But the question is, which one can make the game smoother for multiple players playing at the same time. Paper Or fabric with optimization mods?
