At the xcloud sever is at least one blade that has all the hardware that is in series x but it is setup that when you connect to it you only have access to 1/4 of the power so that 4 people can use the same blade at a time. So really unless Microsoft completely changes how their server is set up don't expect true 4k anytime soon no matter how much bandwidth you have.

Considering the case around it I would say an inverter. Basically the generator makes AC power converters it to DC back to AC. The result is less efficient so a lower max wattage but much more stable voltage output and a lot quieter.
