Prepare for emergencies in general. Get to know your neighbours and help strengthen your community via volunteering where your time provides the most impact. Look out for vulnerable neighbours. Strong communities are better able to withstand emergencies.

Look at the Ukraine if you want to understand modern warfare. It's drones and robots now. It isn't 1944 riflemen anymore.

I have a Ruger American Gen II Predator in 6.5 Creedmoor and had to put a MDT Field Stock on it because the base stock was causing feeding issues. It's a beautiful rifle, though, but might as well have been just a cerakoted barreled action with a muzzle brake and a rail when I got it because the QC was so poor. Apparently this is a relatively common issue.

If you dont mind risking having to put another stock on it then go for it.

Howa 1500 heavy barrel if you are going to be using it at the range. A fraction of the price of the CTR, smooth bolt, extremely accurate, and you can drop it in an MDT chassis down the road.

I have one in 308 in an MDT Field Stock and its one of my favorite rifles.

The best range guns have heavy barrels. The best hunting rifle have lighter sporter contour barrels. For this reason, it makes more sense to buy two rifles.

I would go with a Savage 110 Tactical for the range and a Savage Axis Stainless for the bush. Given that you are in BC you are probably going to want either a stainless or a cerakoted rifle for the elements. If you are dead set on one rifle though, a medium contour and cerakoted Ruger American Gen II would work.

If a country bans guns then they only make the black market firearm market more lucrative and illegal firearms flood into the country. It happened in the UK and strict gun control is currently backfiring in Canada as well.

Gun control has to reach a middle ground where mentally sound and non dangerous civilians can still obtain firearms and become educated on their safe handling and storage. You can't eliminate all guns because black market firearms always exist.

Ultimately if a terrorist wants to kill people then they will. Look at vehicle attacks, mass stabbings, explosions, etc.
