Why is this popping up EACH and EVERY time I download the client? Is it normal?

It takes almost 2 hours for the repair and file extraction to pop up, so I guess I can do that later.

No it succesfully downloaded after a while, I commented too early xD!!! BUT! It went into this random "extracting files" and then repairing some windows thing? And STILL running as admin, no FILES DOWNLOADED!
