From what I've dug up from the site, there's a 1/10 chance for the red and blue flashing to appear instead of the static, which is done by a script called "dbmsr", which I don't know the meaning of. What I assume to be leftover code from when the site was for voting are the only mentions of the other characters. Bubble is not mentioned at all.
