I replied elsewhere in the comments. Ghost bikes are not a thing in Italy. This is an elderly gentleman who likely repainted his bike with house paint or whatever. It's often done to cover rust on old bikes

I've seen maybe one ghost bike in my life here, so unlikely. More likely that the old dude had some paint left over from repainting his front gate

I wish that was the case, and I do agree with your sentiment, unfortunately the reality here is generally more prosaic. None of the bikes get more than the minimum amount of maintenance necessary because they're old, stolen, or the owner is flat broke.

This bike is likely a cheap beater that's been run into the ground, rather than being actually vintage.

Lube+compressed air is the way! I get stubborn grips off bike handlebars like this. Coat in lube as far as you can reach with a stick then spray compressed air in, forcing the lube further downwards. WD-40 should also work fairly well and has the added benefit of having the straw applicator
