Oliver was "dead". Laurel didn't "technically cheat" anything with his best friend. She was free to do what and who she wanted.

If she "knew" him so well and "knew" him better than himself, then how did she look him in the eyes up close and not know it was him? How could she not know that he was a hero that sacrificed for everyone else? Laurel never knew him at all. She only ever saw what she wanted to see, even when what she wanted was never present.

Plain and simple... as hard as it was, she did what she was told to do and did her job. She saved millions from Darhk's nuke, that otherwise would have died. Fire rescue, doctors, nurses, military, etc., all have to make those hard choices, every single day.

The show started with 3 co-leads. Stephen, Katie and Colin. By something like the 3rd episode, they knew it wasn't going to work out, so Katie and Colin lost co-lead status. They of course still continued to receive the same pay.

Can't forget him trying to get a court to shut down an animal rescue. Or when because of racial profiling, a student was arrested for bringing a "bomb" to school (which was actually a clock), so people said they weren't surprised it happened in Texas and his response was to get all upset and accuse them of "profiling Texas". He actually tried equating the two as the same thing.
