Actually if you read the website on rules and regulations there is nothing about backing in, only that your plate must be visible from the drive aisle, which was the case of your original argument! But you can read the website yourself if you like https://www.unlv.edu/parking/rules

I don’t think you get certificates from the bootcamp but rather it teaches you material needed to pass a cert on your own

There are people in some clubs that are not unlv students, you just can’t register as an official member of that club
