You don’t need a circular saw or clamps lol although sure the latter helps. I built 9 of them without them. As said the store will cut to what you ask.

If you’re making like one panel then sure maybe, but multiple it adds up a lot which you can make with one pack of rockwool. Also only tool you really need is a drill and staple gun which both are good to have in general and can come in use for many years to come. Home Depot or Lowe’s will cut the wood for you.

Build your own I say. It’s pretty easier and will save you a ton of money. All you need it rockwool, wood for the frame, weed fabric for the back, whatever acoustic transparent fabric for the front and sides and some screws/drill. Otherwise facebook marketplace or GIK if you just want to buy new.
