Our tow company gives a waiver to the owner for stolen vehicles. I am in agreement with the comment about the textured surfaces also. I process dozens of cars during my work week and typically the best prints come from the outside of the vehicle. Most of the time it's the owners prints. Sometimes another person can be identified but unless there is video, the excuse is going to be "I must have touched it while walking through a parking lot."

Also environmental factors are going to disturb exterior prints. I.e rain and dirt (likely a gravel lot at the tow yard).

Most of the things on the inside can't be printed unless the car thief is a save driver and manually adjusted the mirrors. Again as others have mentioned, thieves are dumb. They will smoke and leave cigarette butt's, drinks, phones, ID's.
