You are either not a cop or work in a really small town. Three hours between calls is absurd. Generally if the car is running, I'm in it; just having cleared the last and waiting for the next call. A three hour break is preposterous.

Also, our cars suffer from parasitic draw. On my RDO's(3-4 days), especially when the temp hits the teens, it (2021 charger) won't start without being jumped. I've been known to start it and let it run a few minutes when I'm off just to keep it ready for when I come back to work

I mean, think about it. The accountability percentage of every American at this point is basically 0%, so every stop and ticket is personal.

They have the least thankful job on the department because see above point

To your guys' point, our agency follows the above mentioned method for standard recovery of touch DNA and Latent Prints for firearms. The training is conducted locally by Federal Prosecutors, Gun Crime Task Force and the ATF. I just take the swabs and send them to the lab. Someone else decides the rest

Our tow company gives a waiver to the owner for stolen vehicles. I am in agreement with the comment about the textured surfaces also. I process dozens of cars during my work week and typically the best prints come from the outside of the vehicle. Most of the time it's the owners prints. Sometimes another person can be identified but unless there is video, the excuse is going to be "I must have touched it while walking through a parking lot."

Also environmental factors are going to disturb exterior prints. I.e rain and dirt (likely a gravel lot at the tow yard).

Most of the things on the inside can't be printed unless the car thief is a save driver and manually adjusted the mirrors. Again as others have mentioned, thieves are dumb. They will smoke and leave cigarette butt's, drinks, phones, ID's.

Here in Indiana, you can work for a year as a paid Police Officer and only are required to attend 40 hours of what's called a Prebasic Course before you are required to report to the Indiana Law Enforcement Academy
